Collective bargaining is a process of negotiations between the state and WSRCC, primarily to set Medicaid reimbursement rates, but also to provide for a process to resolve disputes and an official Communications Committee.
WSRCC is the exclusive representative of Adult Family Home Providers who receive Medicaid payments. The organization negotiates and enforces the Collective Bargaining Agreement, which is re-negotiated every two years, coinciding with the state's budget biennium.
In 2010, when unions representing state employees were unable to maintain the previous levels of compensation, WSRCC's negotiating team succeeded in achieving no reductions to AFH Medicaid reimbursements.
When a disagreement arises with the state over an issue covered by the CBA, the parties resolve the issue using the Grievance and Dispute Resolution process described in Article 6. Through this process, WSRCC has successfully resolved many issues since the contract went into effect on July 1, 2009.
